2025-2027 Strategic Plan for Unified Government’s Public Works

The Unified Government’s Public Works Department has released its 2025–2027 Strategic Plan. This is a two-year roadmap designed to guide priorities. It aims to improve services and strengthen community trust.

For the first time, the plan incorporates strategic plans from each of the department’s seven divisions. These plans are aligned with both the department-wide goals and the Governing Body’s strategic priorities. Public Works officials say this integrated approach allows each division to focus on its responsibilities while working toward shared outcomes.

“This plan is about more than maintaining infrastructure. It’s about building a stronger department that delivers consistent, meaningful results for the community,” said Public Works Director Troy Shaw. “We are proud to move forward with clear goals, shared values, and a culture of accountability.”

The plan emphasizes three outcomes: building public trust, creating sustainable systems for service delivery, and fostering a culture of excellence. It also highlights data-informed decision-making, customer service improvements, and investments in staff development.

Division highlights include:

  • Asset Management: Expanding access to open data and improving digital mapping accuracy.
  • Engineering: Enhancing transparency and public engagement on infrastructure projects.
  • Environmental Services: Prioritizing regulatory compliance, sewer resilience, and resident outreach on waterway impacts.
  • Fleet Services: Cutting costs through parts repurposing and offering driver education for UG staff.
  • GeoSpatial Services: Upgrading software and modernizing land records workflows in collaboration with other departments.
  • Solid Waste Management: Improving recycling rates, route efficiency, and community communication.
  • Street Maintenance: Using GPS tracking during winter operations and developing leadership training opportunities.

The plan is intended to be a “living document.” Public Works will conduct a formal review in late 2027. They will follow best practices from the American Public Works Association.
