CSO Construction Delays Multiple Land Bank Items at Final 2025 Committee Meeting

Staff say ongoing Consent Decree work continues to affect redevelopment timelines.

Several Land Bank items were pulled from the December 8 Neighborhood and Community Development Standing Committee meeting after staff said the parcels conflicted with active Combined Sewer Overflow (CSO) construction tied to the federal Consent Decree.

At the start of the meeting, staff announced that multiple applications needed to be removed from the agenda, including Items A2, A11, A12, B2, and several items in Section 4.3. Each of these sites is located inside an area where major sewer work is underway. Staff said parcels cannot advance until engineering teams verify that redevelopment will not interfere with the construction zone. It is unclear if the redevelopment timelines have been impacted by the Consent Decree funding delays Dotte Dispatch previously reported on.

The Standing Committee was told that these pauses help prevent conflicts between private development and UG crews already in the field. While the affected lots remain eligible for future approval, they must wait until the CSO work is complete. Temporary delays of this kind have become more common as the UG continues long term Consent Decree improvements throughout the community.

Most remaining Land Bank items moved forward without public comment. Applicants and staff read property addresses and applicant names into the record to ensure clarity, and Commissioners asked that this practice continue so residents can better track what is happening in their neighborhoods.

As construction expands in 2026, more parcels may be temporarily placed on hold until utility crews finish their work. The next round of Land Bank approvals will occur when the Standing Committee reconvenes in the new year and staff have clearer guidance about which streets and blocks remain under active construction.
