The Unified Government (UG) Board of County Commissioners has approved a new resolution. This resolution reinforces expectations for civility, professionalism, and respectful behavior during public meetings. The Administration and Human Services Standing Committee advanced the item on November 17 with a unanimous 4 to 0 vote.
The UG affirms that the resolution restates the standards already outlined in the Board’s Rules of Procedure. It also highlights the Code of Ethics. It emphasizes that elected officials are expected to maintain order. They should avoid personal attacks. They must treat colleagues, staff, and members of the public with courtesy and respect.
The resolution comes as the UG continues to respond to concerns about meeting decorum. In recent months, commissioners have raised questions about alleged breaches of procedure. Members of the public have also expressed concerns over tense exchanges during public meetings. No specific incident was named in the discussion. However, these concerns prompted the Legislative Auditor’s office to issue a memo earlier this fall. The memo reminded officials of their responsibility to maintain order and follow the Rules of Procedure.
Commissioner Christian Ramirez asked the committee to bring the resolution forward. Chair Melissa Bynum noted during the meeting that the auditor’s guidance reflected residents’ expectations. They expect public meetings to run smoothly. They also expect elected officials to lead by example.
The resolution cites several existing rules. These include requirements for commissioners to preserve order during discussion. Commissioners must refrain from rude or derogatory remarks. They should also follow the procedures that guide the flow of meetings. It also states that the presiding officer has the authority to intervene if those rules are broken.
The Board’s pledge includes modeling professionalism and reinforcing public trust through consistent, respectful engagement. Once adopted by the full commission, the resolution will be entered into the UG’s official record. It will serve as a public commitment to ethical and civil conduct.
