Customers served by the Board of Public Utilities (BPU) are protected from electric shutoffs during freezing weather forecasts. This protection applies any time, not just during winter months.
According to BPU, its Cold Weather Rule is in effect all year. Electric disconnections are paused whenever the National Weather Service predicts temperatures at or below 32 degrees Fahrenheit. This pause applies if the prediction is within the next 24 hours.
This forecast based approach means protections activate whenever freezing conditions are expected, even outside the traditional cold season.
“Our focus is on meeting customers where they are,” said Gabriela Freeman, Director of Customer Care. “When temperatures drop, we want to make sure people know help is available, whether that’s payment support, flexible options, or simply understanding how the Cold Weather Rule works. It’s about keeping our customers connected and safe.”
BPU staff review National Weather Service forecasts each weekday between 8 a.m. and 9 a.m. to decide whether disconnections will be paused for that day or the next. If the weather changes suddenly and shutoffs have already occurred, BPU may be able to restore power remotely. This can be done through smart meters if the disconnection happened the same day.
Customers who were shut off before the forecasted temperature drop need to make the required minimum payment. Only then can their service be restored. The Cold Weather Rule does not automatically reconnect accounts that were already disconnected.
No Heat, No Water Policy
BPU’s Water Services team also follows a separate No Heat, No Water policy from Nov. 1 through April 1. Heat must be working inside the property before water service is turned on. According to BPU, this helps prevent frozen pipes and protects customer safety.

- Customer Payment Hardship Program
