Troy Shaw Appointed New Director of Public Works in KCK

The Unified Government (UG) has appointed Troy Shaw as its new Director of Public Works. This appointment is effective immediately. Shaw had been serving as Interim Director since 2024. He joined the UG in 2017 as County Engineer after working with the City of Lawrence.

“Public Works is more than just roads, bridges, and sewers—it’s about building a stronger, more resilient community,” Shaw said. “I’m honored to continue serving the residents of Wyandotte County in this role and look forward to working with our dedicated team to enhance infrastructure, improve services, and drive innovation for the future.”

County Administrator David W. Johnston praised Shaw’s leadership, noting his commitment to teamwork, innovation, and community service. “Troy stepped in as Interim Director and provided true commitment and leadership while serving a diverse team and the community,” Johnston said. “I am confident that he will continue to deliver with his advanced knowledge and dedication to drive the Public Works Team to the next level of success.”

Shaw is a University of Kansas graduate with a bachelor’s degree in civil engineering. He earned his professional engineering license in 2010 and a master’s degree in engineering management in 2018. Shaw has more than 20 years of experience. He has overseen numerous public works projects. He built a reputation for collaborative and transparent leadership.

The UG also announced changes in its communications department. Ashley Z. Hand, AIA, the first Director of Strategic Communications, will leave the UG at the end of March. She will become Director of Local Government Services at the Mid-America Regional Council. Johnston praised Hand’s impact, saying her vision helped shape a new era of communications and engagement for the UG.

Public Information Officer Krystal R. McFeders will step into the role of Interim Director of Strategic Communications beginning March 16.

“We are thankful that Krystal stepped up to fill the Interim Strategic Communications Director role,” Johnston said. “As Public Information Officer, she has built and maintained valuable relationships with community members, media, and officials to positively shift the public perception of the UG. I know she is up for the challenge and will do a great job serving as Interim Director.”

McFeders, who joined the UG in 2021, has a background in communications, community engagement, nonprofit operations, and education. “I am extremely excited about the opportunity to serve as Interim Strategic Communications Director,” she said. “I look forward to continuing the great legacy and expanding the communications impact that Ashley started. I am grateful to be able to use my experience and connections to serve in the community in which I live and grew up.”
