Wyandotte County Explains How It Manages Tax Collections and Public Funds

Officials outline investment practices and seasonal cash flow during committee briefing.

Wyandotte County officials recently provided an overview of how the Unified Government manages public funds, including how tax dollars are collected, invested, and distributed throughout the year.

The briefing took place during the March 2 meeting of the Unified Government’s (UG) Economic Development and Finance Committee, chaired by Commissioner At Large Melissa Bynum. Committee members include Commissioners Jermaine Howard, Bill Burns, Carlos Pacheco, Chuck Stites, Andrew Davis, and Board of Public Utilities representative David Haley.

During the presentation, finance staff explained that the UG serves as the tax collector for multiple jurisdictions across Wyandotte County, not just for county government operations. Property tax payments collected by the UG are distributed to a variety of local entities, including school districts, cities, and other public agencies.

Because of this role, the amount of cash held by the UG can fluctuate significantly throughout the year. Staff explained that tax payments often arrive in large waves during peak collection periods, after which the funds are distributed to the appropriate jurisdictions.

Officials also described how the UG manages those temporary balances through investment practices designed to safeguard public funds while generating modest returns. Public entities typically invest in low-risk financial instruments that prioritize security and liquidity over higher yields.

Staff noted that cash balances may appear unusually high at certain points during the year because the UG is holding funds temporarily before distributing them to partner jurisdictions that rely on those revenues.

The presentation was intended to provide context about the county’s financial management practices and to help committee members better understand how tax collections and distributions affect the UG’s reported cash balances.

No formal action was taken during the briefing. The discussion occurred as part of the committee’s regular meeting agenda on March 2.
